Eurosystem moves to the next phase of the digital euro project
The Governing Council will start the preparatory phase of the digital euro after the completion of the two-year study phase on the design and distribution of the digital euro

... The launch of the preparatory phase is not a decision on whether to issue a digital euro. That decision will be considered by the Governing Council only after the completion of the European Union legislative process. The ECB will take into account any adjustments to the design of the digital euro that may become necessary as a result of the legislative discussions.
